This could be about anything. It is about everything. The most obvious is the VP nomination. It could be about bringing meaningful progress and creating a legacy for his reign. It could be about his having a reign rather than service, where he cowered the population into timid infantile nonentities, all calmly and resignedly resorting to “le Cameroun c’est le Cameroun” whenever a minimal amount of creativity or initiative was called for. They all freeze and choose the path of incompetence in the name of “high instructions”.
What about the health system? Well, he ran out of time to build one health care facility he could [trust] use. Forty plus years and he was so devoid of self-respect that he let his coterie publicize the need to seek treatment abroad as a sign of privilege! While the “governed”, who presumably gave him those eight terms, were detained in ramshackle death-trap facilities, hostage until they could pay bill, the “governans” merrily partied, reveling in being evacuated to Europe for treatment. Absolutely no self-respect whatsoever. And to think they nearly infected Ambazonians with that inferiority complex! Never again. We will develop out own country and infrastructure for our own needs and pride.
It was too late to fix the “act” in “parliament”. Not just because having run out of mandate and relied on Mr Biya arbitrarily giving them an extension, it just looked illegitimate for them to hastily meet and pass, undebated the act bringing back the post of Vice President. The act exists but just is not quite there. Anyway, because “le Cameroun c’est le Cameroun” Mr Biya cannot rely on anyone either upholding it or accepting its application. If one person can get an act passed in two days to create a post, someone else can pass an act to repeal the act. Why not? So it was too late to create the ladder to propel little Frank even if Mr Biya had remained fit enough to be accepted as the true author of the idea. Of course, normally it would not matter if he was the true author and in fact he would be better off not being the author but because of his legacy, he needs to be. But if he is, then when he exits stage left, nobody needs to respect the act, as parliament does not belong to anyone.
The parliament that LA Republique du Cameroun will have. They will simply, because “Le Cameroun c’est le Cameroun”, just ignore it and nobody will come up to say “but, there is an act of parliament”. They all know and are just waiting for the transition. No, not that transition. The transition of Mr Biya’s influence. Sadly there is nobody to inherit that influence when he transitions. It is too late to prepare institutions to uphold “laws” which were only possible because those institutions were irrelevant! An irrelevance cannot have influence to uphold its irrelevance. Yuo cannot abuse the institutions you expect to rely on, especially when you are dead are they no longer have to pay the blindest bit of notice to you.
It is too late. If Mr Biya has trained everyone to rely on monetary gain to “support” him, monetary gain will expire at the transition and nobody will see any gain in backing him, especially when he is not there!
The most urgent thing that Mr Biya has run out of time for is strength. He is no longer strong enough to do anything, reduced to have literally everything done for him. He did not stand for re-election – neither declared his candidature nor campaigned. usurpers have to appear strong and that is exactly what anyone who relies on others announcing stuff on their behalf does not show. A strong Biya would have appointed Frank as soon as he had the “act” passed and dealt with the consequences, by for instance, sending thugs out to break limbs. Alas he is not as strong as he was. He is not as confident – and he never actually was confident!
What confident person would spend four decades and not achieve the basic of building one local hospital he could go to for treatment?
He has bigger fish to fry, literally including the real idea that nobody believes he is signing any decrees. it has come to that! Nobody thinks he can physically lift a pen!
He has run out of time to appoint a Vice President. Never mind the lack of legitimacy.
It fact, it is quite ironic that on the spectrum of legitimacy, no one would be trying to measure the legitimacy of Mr Biya’s decrees as they would be firmly on the zero percent end. Discussing his legitimacy would imply some think he has any!
Foisted on his own petard! What does hat mean? We guess he has tamed all the institutions out of any legitimacy so none of them can come out to bat for him. They lack legitimacy. Their strength has vanished, squeezed out by Mr Biya’s system and now he is sweating on the need for them to be strong enough to enforce his wishes.
It will be entertaining in a tragi-comic way to see when chaos comes ton La Republique du Cameroun.
It is too late. Mr Biya has kicked away the ladder and the paddle, stranding himself up the creek.
